I don't remember that at all, but I don't remember watching HD faithfully. So I might have missed it. And I can tell you, for sure, that I wasn't around by the time Joanie and Chachi got married. There was an older brother? Wow. Any of your scenarios could be legit.
I think they married them off because the show had to end and ratings were probably slipping by then. Plus it could have been the old curse of Ted McGinley. Fortunately, the curse is now over, but back then, whatever he appeared on seemed to end (Happy Days, The Love Boat, even Ally McBeal).
Perhaps he was/became a communist :-)
