Are some sites being blocked by Kiwi ISPs?

I was able to access Autocade with no problem. I thought that only Red China censored the internet?
The difference is that you know the Reds are doing it.
The ISP seems to have messed up. I could not access this site for a week, then it began working an hour or so after I Tweeted the ISP. Coincidence?
Must be a techie error- I can't see a reason why NZ would censor anyone.
I wish I knew what it was. I get the error a lot more in Firefox. Right now, the home page only shows this:
